Agile Project Manager / ScrumMaster

Compensation: $95,000–$115,000 per year, dependent on years of experience

We’re looking for a full-time Agile Project Manager / ScrumMaster to join our team. This role sits at the intersection of agile coaching and delivery leadership: you’ll be embedded in complex, multi-collaborator government projects where your ability to create team clarity, remove blockers, and keep incremental delivery moving is the difference between a project that stalls and one that ships.

OXD is a design-led practice. Our PMs work alongside Service and UX Designers and the strongest candidates for this role understand that discovery and design don’t hand off to delivery, they run alongside it. You’ll need to hold space for that process while keeping the team moving, which means knowing when to protect the work and when to push it forward. 

Our ideal candidate has a deep command of Scrum in practice, not just in theory. You’ve worked inside cross-functional teams in regulated or public sector environments, you’re a skilled facilitator, and you know how to build trust with both the team and the client. Whether you’re a strong intermediate PM looking to grow or a senior practitioner who wants to focus on meaningful delivery work, this role has depth.

What you’ll be doing

  • Serve as ScrumMaster for one or more government delivery teams, facilitating all Scrum ceremonies—sprint planning, refinement, reviews, and retrospectives—and aligning on a shared understanding of Definition of Done.
  • Coach teams toward self-management and continuous improvement, using evidence-informed practices such as flow metrics, predictability indicators, and team health checks.
  • Clear the blockers in your team's way—whether that's an organizational logjam, a policy constraint, or another team you're waiting on—and escalate the ones you can't clear yourself.
  • Support Product Owners with backlog clarity, prioritization readiness, and client engagement to ensure the team is always delivering incremental value.
  • Facilitate alignment across project collaborators, translating discovery and design insights into actionable backlogs, roadmaps, and delivery plans.
  • Establish and maintain healthy team norms, psychological safety, and productive collaboration within the team and with embedded clients.
  • Provide ongoing monitoring and reporting of progress, risks, and issues, and communicate clearly with internal teams and clients throughout the project lifecycle.
  • Contribute to knowledge sharing and transition planning, documenting delivery approach, governance practices, and outstanding work to support continuity beyond your engagement.
  • Steer smaller contract management initiatives, routine maintenance, and ongoing support projects to ensure steady, reliable delivery across all client touchpoints.
  • Support business development and resource planning processes when needed.

Requirements

  • 5–9+ years of experience as a ScrumMaster, Agile Delivery Lead, or Project Manager in an agency, consulting, or government setting.
  • Proven track record working with stable, cross-functional delivery teams on complex, multi-collaborator projects—ideally in the public sector or similarly regulated environments.
  • Deep expertise in Scrum theory and practice; experience facilitating agile ceremonies and coaching teams through the full delivery lifecycle.
  • Certification in Agile, Scrum, or a related framework (CSM, PSM, SAFe, PMI-ACP, or equivalent) is required.
  • Strong facilitation and conflict-navigation skills; you can build trust and foster productive collaboration across diverse groups.
  • Demonstrated experience working in design-led or human-centred delivery teams alongside service designers, UX researchers, or content strategists.
  • Experience supporting Product Owners with backlog management, prioritization, and client and project team communication.
  • Comfortable working within government procurement and delivery contexts, including familiarity with the constraints and governance expectations that come with public sector work.
  • Proficient with tools like Jira, FigJam, Microsoft Teams, and similar project and collaboration platforms.
  • Clear, confident communicator who can navigate client needs with tact and translate complexity into shared understanding.

OXD is based in Vancouver, and we have staff working remotely all across Canada. If you live in the Vancouver area, choose from either fully onsite, to fully remote, or a hybrid of both.
